Criminal Case Can't Play Elite & Collection Modes

Criminal Case Forum Topic  
I tried to play a Collection mode, but it said I needed 1 more arrest in Elite mode first. So I went to play an Elite mode and got the same message. Game support told me to ask how to fix this in a forum. Can anyone help me?
