Cannot refit ships. WHY?

Hi my highest fleet is lvl25 and my newst hull is the talon frigate. What would be the right combination of ships/weapons/level to farm for the carrier (midgard i suppose) what fleet do i attack for that and how? Im super new so i dont know anythung about strategies. Thanks before hand for any help.

i am fairly new to this and i need all the tips and trick and most certainly cheats i can get . Is there any hope here?
